RENO, Nev. (AP) _ Two citizens groups have sued the city of Reno to overturn its approval of plans for up to 12,000 homes in a rural area.

In their Washoe County District Court complaint filed last week, Voters for Sensible Growth and the Progressive Leadership Alliance of Nevada claim the city doesn't have the right to rezone land that it cannot annex.

In December, the City Council approved zoning for up to 12,000 homes and 2 million square feet of commercial space at Winnemucca Ranch for what would be a new town west of Pyramid Lake.

The 6,105-acre ranch is located in Warm Springs Valley about 10 miles away from the closest city border in Cold Springs.

The citizens groups contend the approval violates a state law that says land that cities annex must be contiguous.

Assistant City Attorney Marilyn Craig declined to comment on the suit.
